Description
Water Street, Hallowell flooded by the Kennebec River ice jam in 1987. On the right side, facing south, are some pedestrians on the sidewalk. They are viewing the damage inside of the Key Bank, that is no longer there. The water has receded from earlier, but it was still blocking access of the road.
