This photo appears to date from the days following the Franklin D. Roosevelt Memorial Bridge dedication. The trailer temporarily housing U.S. Customs is visible beyond and just below the flag. Removal of buildings at the corner of Washington and Water streets that will improve access to the bridge has not yet begun.
