Description
A lithographic portrait shows Col. George F. Shepley of Portland in his military uniform with ships in the background.
Shepley, a lawyer and a Democrat, was commander of the 12th Maine Regiment, which was sent to Louisiana as part of Gen. Benjamin Butler's 3rd Brigade. Shepley soon was named military commandant of New Orleans, then military governor of Louisiana. He was promoted to brigadier general.
After Louisiana elected a new government in 1864, Shepley was assigned to the Department of Eastern Virginia and served as military governor in Richmond after Lee's surrender.
