The S.S. "Lewiston" pictured under construction at the Cumberland Shipyard in South Portland on July 27, 1918.

During WWI, the U.S. Navy commissioned commercial and private shipyards to build vessels to support the American war effort. The Emergency Fleet Corporation was established by the United States Shipping Board (U.S.S.B) "to build, own, and operate a merchant fleet" for the federal government.
