Description

Patrolman O'Reilly waved through traffic on Congress Street, looking east towards Monument Square. The H.H. Hay Building is on the corner over his left shoulder. The adoption of the automobile grew quickly after World War I. By 1935, the United States was producing nearly 4 million cars a year. Concurrently, motor vehicle management - traffic, regulations, accidents, and safety - became an important function for urban police departments.
