Description
William Moulton Ingraham was born in Portland in 1870. After being accepted to the bar 1897, he began practicing law in Portland. In 1907 he was appointed Judge of Probate, a position he held for two terms.
A lifelong Democrat, Moulton was mayor of Portland in 1915, and then served as Collector of Port from 1917 to 1922. He also served as assistant secretary of War while Franklin D. Roosevelt served as assistant secretary of the Navy. Moulton practiced law until his death in 1951.
