Description
Richard E. Gosse, a dentist at the U.S. Public Health Service in Portland, wrote to Sen. Edmund Muskie, a Maine Democrat, about the "wanton disregard by the city of Portland and surrounding communities in the field of pollution."
Gosse discussed the dumping of raw sewage into the ocean as well as air pollution. He sent Muskie photographs that show pollution where the Presumpscot River flows into Casco Bay.
He urged Muskie to take action.
