Description
View looking north from lower Water Street at an area of Hallowell called Joppa. The image was taken on April 30, 1923, by Hallowell photographer Earle C. Tibbetts. It shows the effects of one of the periodic spring floods of the nearby Kennebec River. Many of the houses shown are no longer in existence.
