Description
Luther Gray was born in 1871 and died in 1949. He served as Hallowell City Marshall from 1920 to 1945. The photograph above was taken on his sixtieth birthday in 1931. His last annual report in 1945 notes: "27 arrests with one for drunken driving and 2 for lascivious behavior." He also noted that police equipment was the same as in 1939 with the addition of a prowl car.
