Description
Herbert S. Foster, Sr., served as Cumberland Town Clerk from 1948 to 1972. He moved from Portland to Cumberland in 1939 to work for Paul E. Merrill, who had just purchased the Main Street store owned by T. R. Jordan. This picture was taken in the former Town Hall at 6 Blanchard Road, around 1952.
