Description
Neal Dow served two terms as mayor of Portland and as a colonel and general of the 13th Maine Volunteers during the American Civil War.
He was taken prisoner and was interned at the Libby Prison in Richmond, Virginia, and at Mobile, Alabama, for several months.
He believed strongly in prohibition and anti-slavery and was the driving force behind the 1851 law that established prohibition in Maine.
