Description
Wilson G. Smillie, M.D. writes to Mr. Frank Whitney that he does not argue that Mr. Carter was "correct in stating that the U. S. Navy has a tradition that no decoration shall be placed on top of a flagpole except a ball". Dr. Smillie describes in detail the tradition of placing nothing atop the flagpole except the flag and that it is an "old" tradition and not a "law".
Dr. Smillie cites in his letter that he saw a school in Rye, New York with a flagpole that had a compass, a ball, an arrow and a spread eagle as adornments. He states that he has written to the Maine State Department of Education explaining the situation and requested a ruling on the matter of the weather vane.
