Description
Gen. George F. Shepley, military commandant of New Orleans, issued an order to Provost Marshal Jonas French to arrest Mr. Tillotson of C. E. Cate & Co., shoe dealers, because he was making shoes for the Rebel Army.
Shepley, a native of Saco, was a lawyer in Portland when he enlisted as colonel in the 12th Maine Infantry Regiment in November 1861. After the regiment arrived at Ship Island in Louisiana, he was named as commander of the 3rd Brigade and became military commandant when the Union forces occupied New Orleans.
