Description
Secretary of War Edwin M. Stanton wrote to Col. George F. Shepley, newly appointed military governor of Louisiana about the instructions he was forwarding for Shepley.
Shepley, a Portland lawyer who served with the 12th Maine Regiment, was commander of the 3rd Bridgade, then named military commandant of New Orleans when the Union took over the city.
Stanton wrote, "It is obvious to you that the great purpose of your appointment is to re-establish the authority of the Federal Government in the State of Louisiana, and provide the means of maintaining peace and security to the loyal inhabitants of that state, until they shall be able to establish a civil government."
