Description
Three officers of the 1st Maine Battery wrote a report from "Tivoli Circle" in New Orleans stating that their Board of Survey concluded that 659 pounds of beef delivered for soldier rations "was putrid and was totally unfit for use from the effect of heat." They noted that it was spoiled at the time of delivery.
The report is among the documents of Brig. Gen. George F. Shepley of Portland who was serving as commander of the 3rd Brigade and military governor of Louisiana.
First Lieutenant John B. Hubbard of Hallowell, 2nd Lieutenant Eben D. Haley of Pittston, and 1st Lieutenant Albert W. Bradbury of Eastport.
