Description
C. M. Davis of Portland wrote to Brig. Gen. George F. Shepley, commander of the 3rd Brigade and military governor of Louisiana, asking for him for protection for goods consigned to H. T. Vennard in New Orleans.
Davis referred to regulations that allowed the Union army to intervene with shipping in certain circumstances.
Davis wrote that he was asking "as a friend" and to excuse him if he had "gone too far."
The letter is probably from Charles M. Davis, who was a commission merchant.
