Description
Brig. Gen. George F. Shepley wrote to Adjutant General L. Thomas about a $49.76 bill charged to the 12th Maine Regiment, of which Shepley had been commander, for excess straw.
Shepley explains why so much straw was needed -- soldiers had no coats, some had no blankets, and there was snow on the ground when they were camped at Camp Butler in October and November 1861.
