Description
Secretary of War Edwin M. Stanton wrote to Brig. Gen. George F. Shepley, military governor of Louisiana, enclosing a copy of orders given to Brig. Gen. Daniel Ullmann to raise "as speedily as possible as large a force of colored volunteers as can be raised within the State of Louisiana."
He asked Shepley to furnish whatever aid he could to Ullmann.
Ullmann, a Yale graduate and a lawyer, was an advocate of black troops for the Union army.
