Description
Col. Isaac Dyer, commander of the 15th Maine Regiment, wrote to Brig. Gen. George F. Shepley, military governor of Louisiana, to recommend Capt. Laurens Joyce of the 15th Maine for promotion to colonel and commander of a regiment of black troops.
The letter also was signed by R.B. Irwin, assistant adjutant general.
