Recommendation of William S. Cochran, Bangor, 1863

Description

Edward Kent, a judge in Bangor, wrote to Brig. Gen. George F. Shepley, military governor of Louisiana, to introduce and recommend William S. Cochran of Rockland, listed in the 1860 census as a sail manufacturer. Cochran wanted to explore going into business in New Orleans.

Shepley, a lawyer in Portland before the war, also had ties to Bangor. He went to Louisiana as commander of the 12th Maine Regiment and was later named military governor of the state that was controlled by Union Forces.

Samuel Cony endorsed the recommendation of Cochran. Cony was elected governor of Maine in 1863.
