Description
Spanish Admiral Pascual Cervera y Topete (1839-1909) and Admiral Charles C. Carpenter descend the steps of an office building at the Portsmouth Naval Shipyard. Over 1,600 Spanish prisoners of war were held there during the Spanish-American War of 1898.
