Description
George Foster Shepley (1819-1878), a native of Saco and a Portland lawyer and U.S. attorney at the start of the Civil War, began his war service as a colonel, commanding the 12th Regiment Maine Volunteer Infantry.
The regiment was recruited as part of Brig. Gen. Benjamin Butler's 3rd Brigade and assigned to New Orleans.
After New Orleans fell, Shepley quickly became military commandant of the city, then military governor of Louisiana, a post he held until March 1864 when the state held elections for pro-Union officials.
Shepley became brigadier general of volunteers in July 1862.
