Description
Brig. Gen. Neal Dow of Portland, who was recovering from wounds suffered in Louisiana and from his imprisonment at Libby Prison in Richmond, wrote to fellow Mainer William Fessenden, now serving as Secretary of the Treasury in the Lincoln administration, to resign his commission in the army.
Dow wrote that he was about to report for duty, then received a communication from Fessenden and changed his mind. He thanked Fessenden, who had been a Senator from Maine until stepping in as Treasury Secretary.
Dow wrote that he was "entirely unfit for active service," and blamed his treatment at Libby Prison for his condition.
He wrote, "I am sorry to leave the service as I wished to 'see it out.'"
