Description
"Neptune Junior" wrote a commentary about the need for a mariners' hospital in Portland. He refers to his "father" and that man's apparent confusion that the hospital was to be in the same location or the same facility as the house of corrections.
Neptune Junior's comments appear be in response to those of "Neptune" about the proposed hospital. Much of the commentary discussed the house of corrections and work house. In mythology, "Neptune" was the god of the sea.
