Bertrand Dutil of Lewiston served as part of the Neutral Nations Inspection Team (NNIT) at Kusan after the 1953 armistice that effectively ended the Korean War. The inspection teams assisted the Neutral Nations Supervisory Committee (NNSC) in implementing the terms of the armistice. The NNSC and NNIT primarily consisted of soldiers from four nations which had not participated in the war - Czechoslovakia, Poland, Sweden, and Switzerland. The NNITs were in existence from 1953 until 1956.

Bert Dutil, a corporal in the US Army, was assigned to NNIT #10 as a result of his ability to speak French. As a Franco-American, Bert had grown up with French as his first language. His bilingualism had also allowed Bert to witness the signing of the armistice, during which he acted as an interpreter.

Kunsan is an Anglicization of the Korean Gunsan, the modern name for the city.
